Bedford to Expand Reach of Gateway and Crossroad Development Projects

As development of the Crossroad East retail project and adjacent Gateway Village townhomes moves forward, the City plans to expand the reach of the projects on the old Campus West site, at the northwest corner of Airport Freeway and Industrial Boulevard.

A plan to negotiate the redevelopment of the neighboring property to the south, at 4101 Airport Freeway, otherwise known as the Bedford Village Shopping Mall, was unanimously (6-0) approved by City Council Tuesday night with Mayor Dan Cogan absent.  As described by City Manager Andrea Roy, the property, owned by Woodland Partners, would be demolished by the City.  Woodland Partners, which she stated, has already been in talks with the City, will redevelop the property into a restaurant and retail center to “compliment” the Sprouts Farmers Market.  The project, she further explained would be conducted in “coordination” with Streetlevel, the owner of the Sprouts project.

The two-story building to be demolished faces south toward the Airport Freeway service road.  Other than a couple of businesses, Roy said, the building is mostly vacant and blocks the view from the highway of the Sprouts development. 

The Council meeting agenda said that “integrating this site into the adjacent redevelopment project has been a goal since the project’s inception.”  The cost to the City for demolition of the two-story, 30,000-square-foot building and parking lot, the agenda estimated, would likely not exceed $300,000.

According to a March 6 Bedford News Flash, the City closed on the sale of the Crossroad East retail site this week with StreetLevel for the construction of the Sprouts and other retail buildings.

When completed, the combined residential and commercial projects are estimated, the statement said, to generate $680,000 in sales and property tax revenue.

In the meantime, the News Flash stated, Dickerson Development concluded the purchase from the City of the residential Gateway Village project.  The City’s statement reported crews at Gateway “have already completed preliminary work and started pushing dirt.” The project is estimated to be completed by July of 2026.

The 11-acre residential Gateway Village development is planned to feature 106 townhomes, six open-space lots, pathways, picnic tables, park benches and a retention pond with a fountain.  The agenda states that 59 of the townhomes (in blue) will have front entry garages and 47 (in pink) will have garages with rear-entry.  The pricing of the homes, projected by the developer, John Dickerson, will start at $450,000.

Considering it a “very prominent piece of property” and “a gateway to the City,” according to the Council June 11, 2024, agenda, the City purchased the combined retail-residential property for $9.5 million from the First Baptist Church Euless (now named Cross City Church) in 2021.  Upon its acquisition, the City demolished what it referred to as “an outdated building.”  The agenda stated the building was an “inefficiently designed site, excessively paved and rundown.”  But most all, the June 11, 2024, agenda said the property was “not generating tax revenue to the City,” because it was owned by the church.
